Obama bars human rights violators from U.S.

President Obama issued a proclamation on August 4 barring war criminals and human rights violators from entering the United States.

The proclamation bars entry of immigrant and non-immigrant aliens who organize or participate in war crimes or serious violations of human rights abroad.

'The United States' enduring commitment to respect for human rights and humanitarian law requires that its Government be able to ensure that the United States does not become a safe haven for serious violators of human rights and humanitarian law and those who engage in other related abuses,' Obama stated.

Specific language in the president's proclamation explicitly states that those who persecute people based on their 'sexual orientation and gender identity' are among the categories of those who won't be able to enter the United States.

This could include those seeking to pass Uganda's 'Kill the Gays' bill, officials who refuse to protect LGBT people from mob violence, and religious figures who incite anti-LGBT violence.

The proclamation covers those who have actually committed crimes as well as those who have only 'attempted or conspired to do so.'

'The proclamation also bans admission to the United States for those who are complicit in organizing these abuses - not just those who carry them out,' a White House fact sheet states.

'As such, it allows the United States to act before planned abuses and atrocities metastasize into actual ones.'

This is the first time the U.S. has explicitly barred people on the grounds that they have violated human rights.

'Before today, the United States did not have an explicit bar to admission on the basis of participation in serious violations of human rights or humanitarian law,' the White House fact sheet says.

'This proclamation fills this gap by expanding the grounds for denial of entry into the United States to cover a broader array of recognized violations of international humanitarian law and international criminal law, such as war crimes and crimes against humanity.'

In 2009, the British government barred seven U.S. citizens from entering the United Kingdom.

Those banned included the Rev. Fred Phelps and his daughter Shirley Phelps-Roper, right-wing talk show host Michael Savage, neo-Nazi Erich Gliebe, Stormfront leader Stephen Donald Black, Zionist Mike Guzovsky, and Islamist Abdul Alim Musa.

'If you can't live by the rules that we live by, the standards and the values that we live by, we should exclude you from this country and, what's more, now we will make public those people that we have excluded,' Labor Party Home Secretary Jaqui Smith said at the time.
