Ken Hutcherson's Initiative 963 Fails to Qualify for the Ballot. Initiative 963, which would have repealed the Anderson-Murray Civil Rights Bill, died a quiet but well-deserved death at 5:00pm Thursday, July 5, when supporters failed to present signatures to the Secretary of State's office in Olympia. I-963, sponsored by Ken Hutcherson, pastor of Kirkland's Antioch Bible Church, was designed to remove "sexual orientation" including "gender expression, identity, appearance or behavior" as a basis for protection against discrimination under Washington State law.

Contacted by phone on Thursday, the Secretary of State's Office indicated that only one initiative campaign, Tim Eyman's I-960 requiring a two-thirds legislative majority for new taxes, had made an appointment to present signatures. Initiative campaigns would have had to present signatures to the Secretary of State by the end of business on Thursday to qualify for the November ballot.

Protections for Lesbian, Gay, Bisexual and Transgender Washingtonians were signed into law in 2006, 30 years after first being introduced in Washington's State Legislature. Named in honor of the late Cal Anderson and current State Senator Ed Murray (D-43), the Anderson-Murray Civil Rights Bill made Washington the 17th state in the country to outlaw discrimination based on sexual orientation and the 7th to also protect Transgender people.

I-963's sponsor, Ken Hutcherson, is a long-time opponent of equal rights for Washington's LGBT community. Hutcherson founded "May Day for Marriage" to fight marriage equality in 2004. In October 2005, Hutcherson organized a national rally against marriage equality in Washington DC, featuring James Dobson, Alan Keyes, and former Nixon aide Chuck Colson. He has been a featured guest on FOX TV News, the O'Reilly Factor, and Rush Limbaugh's radio show.
